Missouri voters approved recreational cannabis legalization in November 2022 with 53% support, and because Amendment 3 was written directly into the state constitution, it's protected from repeal by the legislature. Home cultivation is legal here too — with one extra step most legal states don't require.
Is It Legal to Grow Cannabis Clones in Missouri?
Yes, but you'll need a personal cultivation card first. Unlike states where any adult can start growing immediately, Missouri requires registration through the Department of Health and Senior Services and a $100 annual fee before you're authorized to cultivate. Once registered, adults 21 and older may grow up to 6 flowering plants, 6 non-flowering plants, and 6 clones. If two adults in the same household both hold valid cultivation cards, the residence can have up to 12 flowering plants total — but the doubled count only applies when both people are individually registered.
Plants must be kept in an enclosed, locked area that isn't visible from public spaces. Property owners can prohibit or limit cultivation on property they own or manage, though leases signed after December 8, 2022 generally can't prohibit a tenant from lawfully possessing and consuming cannabis.
This page is for informational purposes only and is not legal advice. Cannabis laws change, and enforcement can vary. Please confirm current cultivation card requirements with the Missouri Division of Cannabis Regulation before growing.

Missouri's humid continental climate brings warm, muggy summers and cold winters, making indoor cultivation the more predictable option for consistent, year-round results. Outdoor growing is workable during the warmer months, but Missouri's summer humidity calls for good airflow and mold-resistant genetics to protect your plants through flowering. Given the cultivation card's plant-count structure — 6 flowering, 6 non-flowering, 6 clones — many Missouri growers stagger their plantings to keep a steady rotation going within their registered limits.
Kansas City
Kansas City's continental climate brings hot, humid summers and cold winters, making indoor cultivation the more reliable choice for consistent results year-round. We ship clones to Kansas City growers and recommend mold-resistant genetics suited to summer humidity.
St. Louis
St. Louis shares Missouri's broader humid summer pattern, with high humidity that calls for strong airflow management if growing outdoors during flowering. We ship clones to St. Louis growers and recommend well-ventilated setups to reduce mold risk.
Springfield
Springfield's location in southwestern Missouri sees slightly milder summers than the state's larger cities, with a solid outdoor window from late spring through early fall. We ship clones to Springfield growers and recommend versatile strains adaptable to the Ozark region's climate.
Columbia
Columbia sits centrally in the state, experiencing Missouri's full range of seasonal extremes from humid summers to cold winters. We ship clones to Columbia growers and recommend hardy genetics suited to central Missouri's variable weather.

Property owners can prohibit or limit cultivation on property they own or manage, though leases signed after December 8, 2022 generally protect a tenant's right to lawfully possess and consume cannabis.
No. Amendment 3 was passed as a constitutional amendment, so the legislature cannot repeal it without a separate statewide ballot measure.
