If a dispensary sits closer than that, home cultivation is not a legal option, full stop, even though purchasing from a store remains legal statewide.

Clark County (Las Vegas) and the greater Reno-Sparks area in Washoe County are saturated with licensed dispensaries, which means home growing is off the table for the large majority of Nevada's population no matter how well-intentioned the grow setup is. The legal path opens up in the state's rural counties, where dispensary density drops off and the 25-mile threshold is realistically achievable: much of Elko, White Pine, Eureka, Lander, Humboldt, Pershing, Lincoln, and northern Nye County falls into this category. Medical cardholders are subject to the same 25-mile restriction as recreational growers, so holding a medical marijuana card does not create an exception to the distance rule the way it does in some other states.
