Yes, for registered medical patients. Under the Compassionate Use of Medical Cannabis Pilot Program Act, patients 21 and older holding a valid Illinois medical cannabis registry ID card may legally cultivate up to 5 mature plants per household in a locked, enclosed space not visible to the public. This is a household limit — multiple registered patients living together still share the same 5-plant cap, and plants under 5 inches tall don't count toward the limit.
Recreational-only adults cannot legally grow cannabis at home in Illinois, even though recreational purchase and possession have been legal since January 2020. This was reportedly a concession made during the original legislation to protect licensed cultivators from home-grow competition. Growing 5 or fewer plants without a medical card is a civil violation carrying a $200 fine; growing more than 5 is a felony.
