Is It Legal to Grow Cannabis Clones in Arizona?
Arizona voters passed Proposition 207 (the Smart and Safe Arizona Act) in November 2020, legalizing recreational cannabis for adults 21 and older. Arizona's recreational home cultivation rules are straightforward:
Home grow limit. Adults 21+ may grow up to 6 plants per person, with a maximum of 12 plants per household when two or more adults live there. Unlike Arizona's medical program, there is no distance-from-dispensary requirement for recreational growers.
Enclosed and secure. Plants must be grown in a locked, enclosed space that isn't visible to the public and can't be accessed by minors.
Medical patients and caregivers. Registered medical marijuana patients may also grow up to 12 plants, but only if they live more than 25 miles from the nearest licensed dispensary. This 25-mile rule applies to the medical program specifically and does not apply to recreational growers.
Penalties for exceeding limits. Growing beyond the legal plant count is treated as illegal cultivation, a felony offense in Arizona, so staying within the 6-per-person / 12-per-household limits matters.
