Arizona voters approved recreational cannabis legalization in November 2020 through Proposition 207, the Smart and Safe Arizona Act — on the state's second attempt, after a similar 2016 measure narrowly failed. Is It Legal to Grow Cannabis Clones in Arizona?

Yes. Adults 21 and older may legally cultivate up to 6 plants per person, with a household maximum of 12 plants when two or more adults 21+ live there. Unlike Arizona's older medical program, which restricted home cultivation to patients living more than 25 miles from a licensed dispensary, Proposition 207 removed that distance restriction entirely for recreational growers — any adult can grow, regardless of how close they live to a dispensary.

Plants must be grown in an enclosed, locked space that isn't visible to the public. Growing even one plant over the legal limit is treated as a Class 6 felony in Arizona, so it's worth tracking your count carefully, especially in a shared household.
