Colorado made history in November 2012 as one of the first two states — alongside Washington — to legalize recreational cannabis, when voters approved Amendment 64. The world's first legal recreational cannabis stores opened their doors in Colorado on January 1, 2014, and the state's home cultivation laws have been mature and well-established ever since.

Is It Legal to Grow Cannabis Clones in Colorado?

Yes. Adults 21 and older may legally cultivate up to 6 plants per person, with no more than 3 flowering at any one time — the rest must stay in vegetative, clone, or seedling stage. Households are capped at 12 plants total, regardless of how many adults live there; some cities, including Denver, enforce that 12-plant household cap strictly even with more than two adults present. No license or medical card is required for personal cultivation within these limits.

One rule surprises a lot of new Colorado growers: cultivation must take place indoors, in an enclosed, locked space. Unlike most other legal states, Colorado does not permit outdoor home cultivation under any circumstance, regardless of the state's genuinely excellent sunshine and low humidity.
