Connecticut legalized recreational cannabis in June 2021 under SB 1201 (the Responsible and Equitable Regulation of Adult-Use Cannabis Act), with retail sales beginning in January 2023. Home cultivation rolled out in phases:
Home grow limit. Adults 21+ may grow up to 3 mature and 3 immature plants per person, for a total of 6 plants. Households with more than one adult are capped at 12 plants total, regardless of how many adults live there.
Indoor only — this is the big one. Connecticut requires all home cultivation to take place indoors, in a secure, enclosed area not visible from the street. Outdoor growing is a felony in Connecticut regardless of plant count, even a single outdoor plant. This is one of the strictest cultivation penalties of any legal state, so it's worth taking seriously.
Timeline. Registered medical patients gained home cultivation rights starting October 2021. All adults 21+ gained the same rights starting July 1, 2023.
Kept private and secure. Plants must be grown at your primary residence, in a locked space that people under 21 can't access.
Local and landlord rules. Landlords can prohibit cannabis cultivation in a lease regardless of state law, so renters should check their agreement first.
