Is It Legal to Grow Cannabis Clones in Vermont?

Yes. Adults 21 and older may legally cultivate up to 2 mature plants and 4 immature plants per dwelling unit — this limit applies per household, not per person, regardless of how many adults 21+ live there. Plants must be screened from public view; Vermont's specific standard is that plants can't be visible from a public area without the use of binoculars or other optical aids, a notably practical bar to clear.

One useful rule: cannabis harvested from your legally grown plants and stored securely at your residence doesn't count toward Vermont's public possession limit — it's tracked separately. In May 2026, Governor Scott signed S.278, which took effect July 1, 2026, doubling the public possession limit from 1 ounce to 2 ounces, removing THC potency caps on flower and concentrates, and lowering the excise tax from 14% to 10%.
