The only exception is a narrow 2014 law known as Lydia's Law, which permits low-THC CBD oil for a limited set of medical conditions with physician certification — but Wisconsin doesn't follow the standard federal 0.3% THC threshold most other states use, applying an even stricter near-zero standard instead. There are no dispensaries, no patient registry, and no legal in-state way to obtain cannabis for any purpose. Possession of any amount is a criminal offense, though cities including Madison, Milwaukee, and Green Bay have local ordinances that reduce small possession to a civil citation.
Wisconsin's isolation has become more pronounced as its neighbors moved forward: Illinois legalized in 2020, Michigan in 2018, and Minnesota's adult-use retail sales began in September 2025. Wisconsin does not recognize out-of-state medical cards, and bringing cannabis across the border from a neighboring legal state is a violation of Wisconsin law the moment you cross.

Wisconsin's Democratic governor, Tony Evers, has included cannabis legalization in his budget proposal every cycle since 2019 — his 2025-2027 budget projected $58.1 million in state revenue from a 15% wholesale and 10% retail tax, and would have legalized possession up to 2 ounces and home cultivation of up to 6 plants. The Republican-controlled Joint Finance Committee stripped those provisions out on May 8, 2025, the same outcome as in 2023. Separately, a Republican-sponsored medical cannabis bill cleared a Senate committee in fall 2025 but never received a floor vote, and Senate Democrats filed a new adult-use bill, SB 1045, in February 2026 — GOP leadership has indicated it won't advance either. A federal rescheduling action in April 2026 moved some marijuana products to Schedule III, but since Wisconsin has no state-licensed medical program, that change doesn't reach any conduct within the state.
