Plants must be grown out of public view, though Oregon notably doesn't require a locked enclosure by state statute — the core requirement under ORS 475C.305 is simply that plants aren't visible from a public place. Some local jurisdictions do impose additional requirements, so it's worth checking your city or county's rules. One useful thing to know: even in the 82 cities and 17 counties that have opted out of allowing recreational retail businesses, personal possession and home cultivation remain fully legal statewide — opt-outs only affect commercial operations.
