Yes. Adults 21 and older may legally cultivate up to 4 plants per household — this cap applies regardless of how many adults live there, and covers both mature and immature plants combined. No registration, permit, or medical card is required. Registered medical patients can grow considerably more: up to 6 mature plants and 18 immature plants under Oregon's medical marijuana program.

Plants must be grown out of public view, though Oregon notably doesn't require a locked enclosure by state statute — the core requirement under ORS 475C.305 is simply that plants aren't visible from a public place. Some local jurisdictions do impose additional requirements, so it's worth checking your city or county's rules. One useful thing to know: even in the 82 cities and 17 counties that have opted out of allowing recreational retail businesses, personal possession and home cultivation remain fully legal statewide — opt-outs only affect commercial operations.
