Minnesota became the 23rd state to legalize recreational cannabis when Governor Tim Walz signed House File 100 on May 30, 2023, with home cultivation rights taking effect that August. Adult-use retail sales followed in September 2025, and today Minnesota offers one of the more generous home grow allowances in the country.

Is It Legal to Grow Cannabis Clones in Minnesota?

Yes. Adults 21 and older may legally cultivate up to 8 cannabis plants per household, with no more than 4 mature, flowering plants at any one time. This is a household limit, not per-person — two adults sharing a residence still share the same 8-plant cap. The 4-flowering-plant limit is actually a practical advantage for home growers: it lets you stagger your grow, keeping some plants in vegetative growth while others flower, for a more continuous harvest cycle rather than one big batch at once.

Plants must be grown at your primary residence in an enclosed, locked space that isn't visible from outside — growing at a second home or vacation property doesn't qualify under the personal-use provision. No license or registration is required for home cultivation within these limits.
